    Ellazar Williams' excessive force lawsuit against the retired city detective who shot him during a foot chase in 2018, leaving him paralyzed from the chest down, could face scrutiny from a federal appeals court.
    Stephen Rehfuss, the attorney for retired city Detective James Olsen and other two investigators named in the suit filed paperwork Wednesday asking the U.S. Court of Appeals for the Second Circuit to review "each and every part of the order" handed down by Senior U.S. District Judge Lawrence Kahn on Nov. 1.
