Robert F. Flacke, the only person to have led both the state Department of Environmental Conservation and the Adirondack Park Agency, and who is credited with preventing the 1980 Lake Placid Olympics from becoming a logistical embarrassment, died Saturday after a period of declining health. He was 85.
